We won't vote on the bill...

... we'll vote for someone else's changes to the bill, thereby implying that we approved of the bill too - without ever voting on it.

It's an interesting approach, giving political cover to representatives who believe in passing the bill but don't want to have to say they voted for it. How funny that it's the far-left liberals and the far-right conservatives that want to vote it down. As for everyone in between, if they think it should pass, I wish they had the guts to say so. Politicians who worry more about getting re-elected than doing what we elected them for in the first place are most of the problem.
